RFP: renewable energy market assessment
The Oregon Department of Energy (ODOE) received a federal grant to support the ORESA Project (Oregon Renewable Energy Siting Assessment).
The contract to help ODOE conduct a renewable energy market assessment is now open as a competitive RFP and ODOE is hoping to get lots of great proposals from potential contractors. The RFP closes on February 20.
Details on the ORESA Project and this Renewable Energy Market Assessment -
· ORESA Project: The State of Oregon is interested in identifying preferred locations for current and future renewable energy and transmission development and understanding the constraints and opportunities that come with those locations so that the state can better encourage compatible economic development, including rural parts of the state. Continued renewable energy development is expected in the coming decades, in particular for wind energy, solar energy, offshore wind energy, and associated transmission line development.
· Key Project Components: Bringing contractors on board to work with state agencies and stakeholders to collect and analyze data through three assessments: (1) renewable energy market & industry assessment, (2) military needs & impact assessment, (3) natural resources, environmental, and development opportunities and constraints assessment. A later stage of the project will involve working with the Institute for Natural Resources at Oregon State University to produce a mapping tool within Oregon Explorer.
· Renewable Energy Market & Industry Assessment: This RFP seeks a contractor to work over a period of 5 months (NTE $200,000) to help ODOE, other state agencies, and stakeholders to conduct a renewable energy market and industry assessment with the following objectives:
· Collect and analyze data and information useful in projecting the future opportunity for cost-effective development of renewable energy generation and transmission infrastructure in Oregon.
· Develop cost-optimized, renewable energy build out scenarios for Oregon over the next 15 years (by 2035).
· Build an understanding from the renewable energy industry of the constraints and opportunities that come with locations for renewable energy development (such as on and off shore wind, solar, and transmission).
